This is a regulator board.  It tas a terminal strip with a common ground, input, and 9VDC output.  Includes 1A fuse, filtering capacitors, and power status LED.  Input voltage should be around 10.5VDC-24VDC.  These work great as a regulator for our wireless cameras.   The board is spaced out on 0.1" or more grid that is easy to solder with no surface mount components.  The board is about 1.25" square.

An optional heat sink (as pictured) can be purchased with it too, which is recommended if the load is going to be much greater than 500mA.  The heat sink option includes a machine screw and nut to fasten the heat sink.   If desired you can get better heat transfer with heat sink compound.
