This is the same as WC-016-000, except channel 1 does not work and the camera is not included.  All other parts in the package are new.  The receiver was defective for channel 1 only.  The receiver was tested.  All channels work exept channel 1.  So you basically get the description as WC-016-000, only 3 cameras.
